Residents and organisations are being urged to have their say in a consultation on developing a new pattern of wards for Tameside Council.
The Local Government Boundary Commission has decided that the number of councillors in Tameside should be 57, the same as now.
There are currently 19 electoral wards in the borough - with three councillors representing each.
There are 51 Labour councillors, five Conservative and one from the Green Party.
A 10-week consultation on the proposals will run from 25th Jan until 5 April.
The Commission is an independent body, accountable to Parliament, that draws these boundaries.
It says Tameside is being reviewed to make sure councillors represent about the same number of electors, and that ward arrangements help the council work effectively. It adds that it also wants to be sure that its proposals reflect community ties and identities.
The Commission will use local views to help it draw up proposals for the new ward boundaries.
There will be a further round of consultation once it has drawn up the proposals.
Professor Colin Mellors, Chair of the Commission, said: “We want people in Tameside to help us. We are starting to draw up new wards for Tameside Council. We want our proposals for new electoral arrangements to reflect communities. We also want them to be easy to understand and convenient for local people.
